First, there are not as many cheaters left at the top who are still actively cheating. Most of them have either quit from boredom, been banned, or run out of need to cheat and just take out stuff from their mule accounts when they need it.
Second, after a certain point in this game, it gets amazingly hard to advance any further. A botter can get 92E armors, 32AR weapons, and chip them to the best possible, but after that, they are stuck. Some of the ones not in raiding clans save up AMAZING amounts of vis and items on alt accounts with the hope that a big member of a raiding clan will get kicked or quit the game, and that if they offer billions of vis, and a few serpent weapons, they will be able to buy themselves a Elite Le Blanc or 30DR plate. Others cheat to help a few friends gear up, and try to take on raids that aren't/can't be camped, such as Jorgomond, secret tower, and Argus, in hopes of getting le rouge or the rare 32AR bracelets. However, there hasn't been a group that organized since the dupers on Bristia as far as I know. I even knew one guy who just like to bot because he enjoyed making the best bot code he could and beating K2.
The cheaters in the big clans likely do it either because they are bored, and it puts some risk back in the game, or because they want to outbid their clanmates on the next elite le rouge from Novia.
