To most people Panfilo is actually one of the worst UPCs around. But in my opinion it is all about your taste in characters.
He isn't much of a replacement for a fighter though.
He cannot use Metal Armor so that means less tanking capabilities and he has low INT which means his fire skills in flame guard aren't that useful.

The Iron Chef version however is superior to the Fighter in using Low Guard though shince he has more STR and can also use Metal armor. He also has 1 Extra INT for people who like to use Flame guard.
So if you want to use Panfilo I suggest you get yourself the Iron Chef version.
